This memo, dated February 21, 1989, clarifies the earlier document about which groups are to be targeted for recruitment for Operation OHEŇ. Among the groups are contractors who work at the U.S. Embassy, personnel working for smaller embassies (such as Australia), and private individuals deemed to have direct contact with embassy personnel.
